Catalyst for Change
HAH represents the continuum of care on a wide range of healthcare issues critical to Hawaii’s people. HAH has improved public and governmental response to the financial and regulatory challenges faced by its members by articulating those challenges, and developing solutions that meet the needs of its members and the people they serve.
In addition to advocating for legislation at the state and federal levels, HAH works to ensure that laws and regulations provide a reasonable and equitable environment in which healthcare organizations can provide affordable, high quality healthcare.
A key to the Association’s past successes has been member participation in the Advocacy Committee (AC). HAH assists in facilitating discussions and providing background information to the AC on legislative and regulatory issues. Also invaluable to past achievements have been the close working relationships established with elected and appointed officials, as well as other healthcare associations.
State Issues
The Healthcare Association of Hawaii will be focusing on several healthcare-related priorities.
These include making the hospital sustainability program and the nursing facility sustainability program permanent. Currently, those programs are authorized every two years—but the decade-long success of the programs have led to agreement to propose the permanence of these programs, which allows the state to receive additional federal dollars to help cover the costs of caring for Medicaid beneficiaries.
HAH will also be working on a Medicaid professional fees increase. Medicaid reimbursement does not cover the cost of care, and Hawaii is among the lowest in the nation. The proposal is to increase Medicaid reimbursements to all professionals from 60% of Medicare rates to at 100% of Medicare rates, which is an investment in health equity, access, and workforce recruitment and retention in the state.
Other healthcare issues will also be reviewed and discussed by HAH’s members as they are considered by the legislature, including better supporting long-term care providers, mental health, and reproductive health service access. This will also be a year that members will provide support and education to the new administration, and the many newly elected representatives and senators at the state legislature.
Federal Issues
On the federal level, HAH advocated strongly on behalf of provider relief funds for members, and for continuing needed flexibilities provided by the Centers for Medicare and Medicaid Services (CMS). HAH will continue to push strongly for increased reimbursement for members, workforce initiatives, and other federal priorities as needed.
HAH Political Action Committee
The Healthcare Association of Hawaii Political Action Committee (HAH PAC) is integral to forwarding the advocacy agenda of the association’s members. The HAH PAC was established to complement our legislative activities, and to support legislators who show a commitment to prioritizing the needs of healthcare providers in the state.
Your contribution is a critical part of our advocacy efforts and allows us to more effectively pass (or defeat) legislation that affects your organization every day. Your personal contribution allows HAH to be an even more effective advocate for members by ensuring that we are present at critical events that help us to highlight the needs of our members.
Anyone employed by an HAH member and who is also a United States citizen may contribute to the HAH PAC. In accordance with federal law, all contributions to the PAC shall be voluntary and no contribution may be solicited or secured by force, intimidation, financial reprisal, as a condition of employment or membership, or by any other means prohibited by laws and regulations. Contributions to the HAH PAC are not reimbursable by an employer, spouse, significant other, or other party.

Individuals can contribute up to $1,000 to the PAC in an election period. This means that an individual can contribute a maximum of $1,000 during the primary election and another $1,000 during the general election for a total contribution of $2,000 over the entire election cycle.
